Did Ruger make these for Gov't programs?

I've seen US Army TM's (Technical Manuals) for various Ruger firearms over the years.

There's two versions I have found. This is the latest.

The manual shows 14 at the end of the Tech Manual number which would indicate first through forth levels of maintenance but it say it is operator (1) and unit maintenance (2). wonder why that is?

It's not what I hoped, it has some diagnostics, but many end up with give to gunsmith.
