I am sure. That's why you use a powder that uses up more volume in the case if you can. For example. 8.5gr of Unique fills the case more than adequately for a .44 Special load in .44 Mag. Same with Trail Boss for really 'light' loads. Simple....I think Contender addressed the problems of tiny powder charges in big cases.
Easy enough to test over a chronograph. Most powders I tested didn't seem to have that problem... but there were a few I recall. And the velocities I was looking for were 850-1100, so not 'light' loads.One of the issues is inconsistent velocity

And my next step is to glance inside, then set a bullet on top and seat. On to next case...I remove the case being charged...
