Practice makes confidence. Confidence makes accuracy.
I'll bet he would send many more rounds downrange with the Security 9.
Buy extra mags.

All I know is the trigger etc. Is way nicer on my P95 than my son's new Security 9. Smoothness vs. cheap and gritty.

The Security 9 is the same size as the Glock 19 ... My 19 is carried AIWB ... If he likes the LCR platform.. Go with the LCR357 ... options for 38Spl , 38+P and 357mag

I know I am going to get flamed here but if his main concern is ccw then the kel tec 911 with belt clip is ideal. I have gone through many guns in my years looking for an optimum gun for carry.
The p11 is 14 ounces and when loaded with 12round mag and one in the chamber it is a bit less than a glock 26 with empty mag.
The trigger is revolver like and is definitely long and heavy. So AD isn't a concern while carrying.

It has a good reputation for durability. It has 3 inch barrel. Being that light it is a bit to hold on too but that is mitigated with a gee plate mag base. It truly locks the gun in your hand and helps withh perceived recoil.

He can use the rest of his cash for ammo .
Oh he can get a smith and wesson mag for 15 round back up mag if he would like.
