We have been working on a number of tools to help identify potential scammers...but they always find a way to jump through the hoops for sure. All we can do is educate, especially on something that can be tracked (Paypal or etc).

Not sure forums can do much.
Even law enforcement will usually do absolutely nothing. Locally with fraud, bad checks and credit card scams they generally won't even take a report.
Had a bad check, written from a closed account about a year ago for about $600. had a copy of the guys drivers license, security cam. footage of him actually writing the check and a valid address. Local cops came and took a report, that was it... never investigated it or would follow up even after several
calls over a six week period. Just writing about it gets me pissed off, more at the local PD than the lowlife that wrote the check.

Just curious, what form of payment did you use? If the address can't be confirmed and you mailed payment to him... how does he get it.
Maybe out of state is different but here in S.C. a bounced check is a crime and if you don't make it good a sheriffs deputy will come and take you for a ride. I was in a friends store a few years ago when they got a call from a contractor who had written them a bad check and had for over six months kept telling them he would come by and make it good.. he was calling from his cell phone while in the back of the deputies car... on the way to be processed.
