You can't just 'download a file to DVD'...Even if the disc has enough room, it won't work...
You have to download the file to your hard drive...The file is an 'image' of the bootable disc that needs to be written to the DVD with a program that can handle the correct file type...
The 'Image' file is an ISO (it has an extension of .iso)...
The easiest way to burn an ISO file to disc (IMNSHO) is with ISOBurn:

If all you have are CDR's, then find a linux distro that has a live CD ISO less than 700mb...
