Stainless (ss) Bisley flattops

I recently acquired one of the mid-frame 41 Mag Flattops that has issues. It is Alex Hamilton's shop which is local to me.

Just curious what issues did it have?

Crown not right, action rough as a cob and a terrible trigger.

Luckily all of those are rather easily and inexpensively corrected but why should it have been needed in the first place? Ruger is getting a black eye for more than a little while having customers perform their OC testing for them
