Also known as RST-4S. It is a catalog reference/ model number for the production Stainless Standard w/4.75" bbl pistol, in the same pattern as previous Standard models, the RST-4 and RST-6. Ruger STandard 4" and 6" barrel. The S = stainless.Don't have an answer for you but was wondering if the RST4-S is Ruger speak or just made up?
Probably unattainable then if the collection sold and stayed complete.17-00012 was probably in the Walt Sych collection of #12 subscription guns sold at least ten years ago.

Here's some documentation. A Letter Of Authenticity from Ruger, plus a few boxes that the stainless Standard pistols came in from the factory.
