Ruger carbine broke

I picked up a 44 at a gun show and its not right the bolt will not operate I tried to get it apart but no luck since the manual states it has to be in the rearward position. Any ideas whats wrong and if complicated a smith that works on them

Do you have a scope base on the rifle?

Could have a fired casing stuck in the chamber.
