I shot mine at 100 yards to see how she groups with CCI A17 ammo. The bottom of the target was with my Savage 93. The top center and top right were with my RAR on a rest and a bipod. Both rifles have Burris fulfilled E1 6.5x20x50 scopes. The pink dots i was using for a bullseye.

It appears that you need to try something else.
My RAR 17 shoots CCI 17 grain tipped ammo fairly well (in the 1-1.5 MOA range). I can't use this ammo with the muffler so have to use CCI 'GREEN' 15.5 grain HP. This not quite as accurate as the 17 grain but within the 'need requirements' of this rifle and scope(2-7x32).
FWIW, I can't imagine using a 'Burris fulfilled E1 6.5x20x50' on a 17 HMR but you certainly can't blame the scope for group size.

A story about the Burris. The 1st one i bought. Was meant to go on my 223. I put it on my Savage 93 to try it out. It worked so well with it and the ammo it stayed. So i decided to put one on the RAR too. I did put a FFP scope on the 223 then.

Anxious to hear how it does with the Hornady. I don't have a Ruger so didn't report, but use the Hor. 17 Vmax in a Savage & it's a good combo.

My American 17 hates CCI A17, but my Volquartsen loves it. My RAR also does best with CCI 20 grain 17's. It also shot standard CCI 17 grain very well but I am out of it. On a good day I (it) will put 5 shots under an inch at 100 yards. Average for me is 7/8 to 1.1".
My Volquartsen will do closer to 1/2" average at 100.
Both are deadly on prairies poodles.

I shot mine yesterday with Hornady VMAX. IT grouped decent like the CCI does. I also tried Federal black box. Not so tight. I also tried some Federal premium with the Hornady bullets it was decent.

I bought 2 RAR 17's for my kids. One shot MOA out of the box and one was 2+MOA.
The issue was stock warpage putting pressure on the barrel. I trimmed the plastic away, bedded an aluminum arrow shaft in the forend with Devcon, cleaned, de-greased and re-lubed the bolt and trigger and adjusted the trigger down to 2 lbs. Both are now sub MOA rifles with Winchester, Federal and CCI 17 grain ammo.
