So as I understand it, in position 1 it will cycle with the least amount of gas and in position 3 it will use the most gas. My question is, what would be the negative about running it in position 3 all the time?

Position 2 is for standard ammo. Mine failed to cycle on position 1 with my reloads. It had enough to reset the trigger but didn't eject the brass.

Another thing to tweak.

Actually, it is not a bad idea. There is a difference in how hot military ammo is loaded, compared to the civilian .223. Also, somebody who likes to reload and shoot reduced loads for whatever reason, may still get the gun to function on the number 3 setting. The SIG 556 also has an adjustable gas system with only two positions.

I guess that's the idea, to only use as little as needed to cycle the weapon.

Position 2 is a bit much for Federal XM193 and other full power 5.56 rounds. The brass ejects forward and according to the manual that is an indication to back off to position 1. FYI.

My Adams Arms conversion unit has "Off" and "High"(normal) and "Low" positions.
