Question about mk 2 recievers and frames.

Since the serial number is stamped on the reciever. And the lower frame is a seperate part. Does that mean someone can build a custom lower frame without having to deal with ffl's and registations?

The "upper" is a firearm, but the "lower" is just a part.... knock yourself out.
