Did they make a Gov't Target Model with a 6 7/8" bull barrel that was not a slab side?
I know the gun I saw today was a MKII and 6 7/8" stainless but I also thought I saw "Government Target Model" stamped on the right side of the receiver.
Either way would $350 be a fair price for one in 95%-98% condition without box or paperwork?

That sounds high to me, especially without the box and papers. I'd think $275 would be closer to reality. I have the exact gun with a 5 1/2 inch barrel, and I'd be surprised to see it go for $350. I'd offer $275 and top out at $300. How much is a new one, or don't you want the MKIII ?
