Actually, I believe the woman can sue the "State" but anything she would get CANNOT ever repay what she has lost, who knows what she might have added to society in her lifetime.

If she sues and wins, the state will probably send her a bill for 43 years of room, board, medical etc. etc. etc PLUS tax depending on how the categorize the money paid to her.
