I thought that powder should not be kept in a powder measure but emptied out after each use. With the holiday activities I forgot and left a hopper full of Trail Boss in my measure out in the garage for a couple of weeks. It has been pretty cold and wet out there. Is this powder unsafe to use because of this?

I use low power loads for this powder if that makes any difference.
 
Did the " wet " get inside the powder measure ?
REMEMBER : all NEW LOTS OF UNIQUE are tested against the ORIGINAL lot which is stored underwater.

If the cap was on the powder measure, it will be just fine; there will be little to no air exchange with the surroundings, and low temperatures won't hurt it at all. If it was open and exposed, I'd pitch it.
 
I usually put a wrap of tape around the cap of the powder measure if I'm leaving powder in even over night. I'd run a few cases thru and drop several loads to inspect for clumping or clogging. If not, it's probably OK.
 
Spread it out on the living room floor and dry it out with a propane torch.

My loading area is in my shop in a high humidity area (WA state) . I have never had an issue with my powder. I return it to it's sealed container soon after use.
You should be just fine.
Leaving powder in most powder measures can/will discolor and eventually damage plastic powder hoppers. I think it is mostly the graphite coatings that discolor plastic
But I have seen some that were cracked and just generally messed up from leaving powder in them.
 
I left a bunch of 4227 powder in my Lee Perfect Powder Measurer for several months. Multiple squib loads occurred. I tossed the rest left in the measurer.
