RS 14:95 Illegal Carrying of Weapons Not Effective until 8/1/2022

M. The provisions of Paragraph (A)(1) of this Section shall not apply to a resident of Louisiana if all of the following conditions are met:

1. The person is twenty-one years of age or older,

1. The person is not prohibited from possessing a firearm under R.S. 14:95.1, R.S. 40:1379.3(C)(5) through (17), 18 U.S.C. 922(g), or any other state or federal law,

1. The person is a reserve or active-duty member of any branch of the United States Armed Forces; a member of the Louisiana National Guard or the Louisiana Air National Guard; or a former member of any branch of the United States Armed Forces, the Louisiana National Guard, or the Louisiana Air National Guard who has been honorably discharged from service.

At all times that a person is in possession of a concealed handgun pursuant to R.S. 40:1379.3(B)(2), that person shall have on his person proof that he meets the qualifications of Subparagraph (a) of this Paragraph demonstrated by ONE of the following:

A valid military identification card,

A valid driver's license issued by the state of Louisiana displaying the word "Veteran" pursuant to R.S. 32:412(K),

A valid special identification card issued by the state of Louisiana displaying the word "Veteran" pursuant to R.S. 40:1321(K).

For a member released from service who does not qualify to have the word "Veteran" displayed on a state issued driver's license or special identification card, a Department of Defense Form 214 (DD-214) indicating the character of service as "Honorable" or "Under Honorable Conditions (General)" and a valid driver's license or special identification card issued by the state of Louisiana.

No person carrying a weapon pursuant to R.S. 14:95(M) may carry and conceal such handgun while under the influence of alcohol or a controlled dangerous substance. A person carrying a weapon pursuant to R.S. 14:95(M) shall notify any police officer who approaches the permittee in an official manner or with an identified official purpose that he has a weapon on his person, submit to a pat down, and allow the officer to temporarily disarm him. R.S. 40:1379.3 (B)(2)(a) A Louisiana resident who meets the qualifications of R.S. 14:95(M) shall not be required to possess a valid concealed handgun permit issued by the state of Louisiana pursuant to the provisions of this Section in order to carry a concealed handgun in the state of Louisiana. Massachusetts - Information Regarding LTC Restrictions After NY St. Rifle & Pistol Association v. Bruen from Mass.gov Firearm Services FAQs

Although Bruen concerned a New York law, the Court specifically identified the "good reason" provision of a Massachusetts law, G.L. c. 140, § 131(d), as an analogue to New York's "proper cause" requirement.

Based on this decision, any restrictions appearing on any license holder's License to Carry ("LTC")—limiting the license holder to carrying a firearm only for such activities as hunting, target shooting, employment, or the like—are no longer enforceable. As a result, if your LTC has any such restrictions, those restrictions are no longer enforceable. If you would like a new license issued to you to reflect this change before your renewal, you may contact your licensing authority. Otherwise, when you reapply for an LTC in the future, you will be provided a new LTC without any such restrictions provided that the licensing authority does not deem you to be a "prohibited person" or "unsuitable" under the law.

With no disrespect intended toward current or discharged armed services members, Military service is not necessarily sufficient training or experience to automatically qualify them for concealed carry.
AS GunnyGene commented, it is a step(or maybe a stumble) in the right direction.

Gotta agree with GunnyGene. I 've run across some air force and navy guys that just flat didnt know how to fire a gun at the range and some of them were downright dangerous. Worse yet were some of the cadets I trained at the academy. I wore my body armor due to the inherent danger that sometimes comes from dealing with people who have never used a sidearm. Now and again you would find a person with gun experience. Good times!

In about 1947 my father shot a perfect score at the Paris Island Rifle range when qualifying. Few years later they dropped him and his buddies off in Korea at a place called Ichon and they worked their way up to a reservoir up North. He was in the recon company and carried a '03 Springfield with a scope on it.

A day at the range beats a day at the office!! Back when times were better I would load down my car with cases of ammo and teach a 5 day course in 3 days. Lots of shooting! My assistant instructors were ready to shoot my rifle and handgun ammo anytime.
Now , sadly the effects of years of shooting in competition and instruction have left me with nerve damage exacerbated by arthritis. But I'm glad I still have my 10-22 for enjoyment. Yall have a great day. Su amigo: mexicanjoe!

They also (Maryland) put retired LEOs in that category (exempt from training requirements). The great majority of them rarely fire their weapon except by yearly qualifications. In my Cavalry Squadron every individual had to requalify yearly; from PVT Joe Snuffy cook to the LTC Squadron Commander. There were no exceptions and an individual shot till he qualified.

Had plenty of civilian experience shooting before getting there. Had no problem at the range!
Naturally the Drill Instructors did not want to here any of it did it do it the Army way or no way at all. lol ps

Remember that Montgomery County Maryland has passed an 'illegal" ordinance making it virtually impossible for anyone other than active law enforcement to carry.

Oconee county here in upstate S.C. tried to do something like that a number of years ago.... Stupid state Attorney General wrote that someone would have to be arrested and go to court to decide if it was legal. Our state has a law that only the state legislature can make gun carry laws.... then two years later that same Attorney General was running for governor and another county tried to do the same thing and he came straight out and said they could not do it, was a violation of state law... Politicians... that same guy is now Governor. Then again the guy that took his place as our state attorney is even worse.... made a guy the state Supreme Court declared innocent sit in prison for another month for no good reason.
