no it comes from the factory only with 2 mags manual and a box, I never mounted any rails on it so receiver is not scratched or anything, it's basically in like new condition

yes I can take paypal but prefer personal check if you local (my zip 10708) we can do face to face transaction at my local FFL

According to the Ruger website, the competition model is drilled and tapped but does NOT come with a scope base or rings anymore. Also, list price is $949.00 so the price is almost half of MSRP….
