Not a good idea to continue to violate the law when you've been given a ticket. The idea of a citation is that you are promising to appear in court (or otherwise take care of the violation) so they don't have to arrest you. The other reason is to send you a message to stop doing what they wrote the citation for. If it does not have the desired effect of preventing you from doing what you were doing, then arresting you is the next step because that will for sure stop your illegal activity.

She wan't arrested for speeding but for flaunting the law. She was given one ticket for speeding and then was pulled over within minutes for speeding even faster.
