Crinkle finish on 10-22 receiver

I have seen this before but can't remember much about it. Does anyone know the scoop/facts about a factory finish that has a slight crackle texture. This is on the receiver. barrel band, and trigger group. The barrel is also an off color compared to a regular blued barrel. I am having phone/camera issues but will post pics when I can.
Wondering if this was an experiment?
Was it a limited number done?
What years was it used?
Any information would be great.

The crinkle finish actually lasted for a couple years. I think Ruger wanted to get out of the annodation process or powder coat process whichever it was at the time. But the crinkle finish had issues, so they went to powdercoat after that.
