There’s been a de facto ban for years. No new shops have been permitted. Most existing shop have been shut down for waste water violations or just had their permits not renewed.

The last local shop was shuttered for a storm water violation. The storm water drained into the harbor at a shipyard. Turned out the chemicals were coming from the shipyard. Didn’t matter the shop was gone.

I live about 35 miles from a small chrome plating shop. It is in what could be called the “country”. Very small town in West TN. I was there a few years ago with my nephew. He was getting the grill polished that went on his 64 Impala Super Sport. The owner let us in the back where all the work was done. I saw finished work in boxes ready to ship out. There were several boxes going to Ocala, FL that were addressed to Don Garlits. Not so small after all.

Mexicans will just set up chrome shops in the border towns and get rich off the commerce while dumping the waste so that it flows right into Cali. Worse contamination and loss of jobs/tax revenue. Brilliant model!

I remember reading in the mid sixties that the reason Toyota's were so cheap was because older, grandparents would chrome plate items for the car in bathtubs in their back yards.

Well, virtually everything you buy anymore has a warning label informing you that according to the state of California...It contains deadly chemicals and you'll likely die a slow, painful and most horrific death! Either that or your gonads will shrivel up and fall off, should you dare to use it for it's intended purpose 😱...🙄

I think the main issue is hexavalent chromium, the stuff is proven to be nasty for you. Spent a fair amount of time reading about it because
of working with stainless steel. Welding and grinding it is a hazard and you really want protection from it.
Some shops are starting to work with what I think it trivalent chromium which is supposed to be much less toxic. Don't know what
it looks like and how it holds up on a 59 Buick bumper.
Not sure what California is planning for that.

Already done. A friend has been crossing the border to get his plating done since the 70s. It was less than 1/2 price then. A friend of my dads also went to Mexico for cheap dental work.
I used to have my dental work done in Mexico when I lived in Yuma, AZ. I recall paying $76 for a crown, in 2015.

Truckloads of rims on freeway 10 in SoCal in the1970's were seen regularly.
Black rims toward Mexicali, chrome rims returning, toward LA
My understanding is that this was caused by new CA laws or regulations on chrome shops
Rumor was Mexicali waste ran back into the states via the New and Alamo Rivers ending in the Salton Sea
Signs were posted along those rivers with warnings of the pollution

We had a bad underground plume of hexavalent chromium from an abandoned business. Then in typical fashion we had a tree hugger point a finger at a oilfield company as the culprit. Problem was : the oilfield company was stationed over 1 mile away from the plume, but that didnt matter. They raised caine about it. The people living downgradient were provided filters for their water wells. Its still in litigation as far as I know.l
