That term applies to barrels carrying iron sights which are screwed into the receiver, and bottom out in the wrong position; i.e. the sight(s) are not at the 12:00 position.

I took "turned" barrel to mean the finish that is currently being applied to Ruger's 10/22 barrels.
When Ruger went to their new 10/22 finish ("crackle" ion finish receiver) they also started finishing their barrels in a true "matte" finish. Somebody at Ruger must have figured that it would be even more efficient if they just went ahead and "turned" a fine lathe surface around the barrels thereby saving one additional finish step with a step that had to be done anyway to get down to the final barrel contour.
