Black bear are not known to be aggressive, perhaps the "victim" was trying to give it a hug? People are stupid like that, look at the story of the Grizzly man and his girlfriend.

Black Bears are opportunists. If food isn’t plentiful, which varies by season they will do what’s necessary. It doesn’t happen often, but they can become predatory if necessary. People can get in trouble assuming the wrong thing, and that’s where they let their guard down.
A 70lb bear is pretty skinny. Either young and inexperienced, diseased, or starving. Any one of the three might explain the reason for the attack. It may well have been rabid.
