Should I be able to rotate the cylinder with the action closed?

The cylinder on my SP101 will rotate clockwise when the action is closed. There is a positive click when the chamber is lined up with the barrel.
However I recently acquired a GP100 and the cylinder will NOT rotate after the action is closed.

Is one of these in need of service?

With the cylinder closed. Fully latched. And no manipulation of the hammer, trigger. The cylinder should not turn on either one.

If you closed it and the cylinder is not yet locked, it may turn just a little until the pawl/bolt drops into the cylinder recess. But, that's it. No more than one chamber width.

Thanks. I contacted Ruger and described the issue and they advised me to send the gun to them. I appreciate your input.
