I know nothing about these beyond they are first issues. I am asking for a guy that just inherited one since we can't get the new member thing fixed.

Ball park value? Has what appears to be the High Standard mag, VERY well worn. Minimal if any bluing left.

Would a Ruger refinish hurt or help value?

A serial number would be a good help here.

That said, if the finish is gone it has lost a lot of its "collector value" and is a "shooter" whether refinished or not.

And that said, if it is in fact an early Red Eagle it has a certain appeal regardless of condition.

There are several variations of the red eagle. Serial number is needed to verify which variation you would have then I consider condition to determine value. Some will say condition is what determines whether it is a shooter or safe queen. Well look at the Armamex's most were turds I only know of two in pristine condition but most will consider them as one of the holly grails in collections.
