I looked at a Ruger Super Blackhawk in a pawn shop. The bottom of the grip was marked:
Terry-D-Debey 0&1 along with the serial number. Does this mean anything to anyone?

Most likely a person's way of inventorying the gun.
Not Factory markings of BATF marking they would be placed on the frame.

I should clarify, that is stamped on the grip frame.
