I have a ruger vaquero in 40 s&w and 38-40.I have no need for the 38-40 cylinder,is there any chance it could be converted to 10 mm?

No.
The chamber is already larger than a 10, & I am unaware of anyone sleeving revolver chambers.

Won't say it can't be done, but starting with another cylinder should be more cost effective.

That model is a bit desirable to folks. I'd not try to alter it from it's original configuration. But,, if you desire a 10mm, then have a custom cylinder made. That will increase it's value, not detract from it.
