What kind of seal on Hodgdon Varget can?

Newbie question- what kind of seal is on a 1-pound can of Hodgdon Varget powder?

I just bought a can, and thought it would be more securely sealed.

It has a thin white liner in the cap, but no "tamper-evident" plastic wrap over the cap. It does not seem to be truly "sealed," i.e. you can't tell whether it has been previously opened, or not.

Local dealer had it in stock. No reason to suspect anything untoward, but just seems like a less than ideal scenario, with regard to potential tampering.

I use a lot of Hodgdon powder, especially Varget and CFE-223, and all their one pound plastic jars are sealed the same way with that ''thin white liner'' under the cap. I did notice however that this cap is sealed to the container and mustt be peeled of the first time and afterwards it IS loose. I wouldn't let it worry you.
