Those rings are 'high', but I think they should be just fine for the application -- this isn't a heavy-barreled target rifle, so sight-to-bore isn't critical. I must admit, I'm a bit jealous. I keep enough in my wallet to snatch up a deal like that if I find it, and the cobwebs are growing on...
I don't know that I see this as a very good deal -- and I LIKE the SR-22! Ruger's heavy (.920") heavy barrels aren't well known for being very accurate. The MSRP is $559, which should translate into ~450 at your local gun store. Breaking down the usual prices:

My experience has been a little hit or miss, no pun intended.
My first Ruger, a 1999 model P-512 22/45 -- extremely accurate.
Second - a 2001 model MK4-BL --extremely accurate.
A ~2004 model Wally World Special 10/22 - extremely accurate.
