Mine is a ruger #1B and a good shooter too! With powder being hard to find I hope your plan works for you. Another that should do about the same thing would be either imr or hodgden 4895.
Sounds like a good idea to me. If your rifle likes it then go with it. I use slightly slower stuff with mine, IMR4064 , R22 with 120gr speers but I think your plan is sound. Might just try it myself. Good luck!
If you ever plan to hunt with it then I would seat them around .015 or so from the rifling. The distance from the rifling will only make a very slight difference if at all in accuracy. Reliability is much more important!! An example of this is weatherby magnums which have always shot accurately...

If factory ammo works well then the problem is your handloads. You didn't say what powder you were using or how much of it or what primer you are using. I suspect that you need to seat the bullets deeper in the case. Also just be aware that case and primer appearance are not reliable indicators...
You might try a little up pressure on the barrel at the forend tip. A friend of mine had a 257 roberts LW that wouldn't do any better than 4-5 inch groups. we removed the action from the stock, cut a piece from a standard business card soaked with a good gun oil and placed it about 1/4 inch back...

It's not "talking down" to simply say that a $350 rifle is not the equal of the remington 700 or the ruger m77 or the winchester m70 or a good mauser such as the Czs. I'm sure its a good accurate rifle but again, you get what you pay for!
There is no comparison, the remington 700 is a much nicer rifle than either of the other 2. It also costs almost 3 times as much as the ruger american. They are all good serviceable and accurate guns but its an unfair comparison to make. You do get what you pay for.
