Not from what i've read, you can get a purchase permit at 18 you just can't buy from a gun dealer. So i'm not sure, it's not really detailed very well. I sent my uncle a message (he's a lieutenant) and hopefully he'll be able to clear some things up for me :P I'll let you know when I know for sure.

I just went with a precision set by Husky, got it at home depot for around $7. They work great on both knives and guns.
