I would think that a 3-9x40would do the trick.
I currently have Leupolds and Burris on my rifles but the new Redfield from what I have read sounds like a real winner. They are not too expensive and they are produced in the Leupold factory with the same warranty as Leupold.
Ruger is currently producing thew Target Tactical. This sounds pretty close to what you are looking for.

I have done a couple of Appleseeds and while a scope isn't necessary the stock open sights on a 10/22 are not the best way to go either.
If you are set on a scope for reasons other than Appleseed then go with a nice fixed 4x or a 2-7x and keep the power ring on 2x.

I have had both on my 10/22 and to be honest for just plinking a fixed 4x scope was just fine. I have since taken up small bore silhouette at the gun club I belong to and have found a 4x scope to be ok but the increased power of a 3-9x was really nice when trying to hit the rams at 100m.

I feel your pain; I also have a stainless 10/22-T and it isn't as accurate as I would like.
I'm still exploring my options. I have considered selling/trading it off for a CZ.
Nice find! With the prices for MKII's climbing it sure makes me feel good that I have a MKII Government Target Model.
I wouldn't want to try and buy one today.
