You can sort the members list by "location" column, but you will find that there is no standard way that locations are entered by members. But, that will get you closer to what you seek.

The way I do it is a search by state via the built in search or the Google method....It should get you what you need.

It will not be the memberlist, but will give posts of active users. It is especially handy in the classifieds.

But to answer your question - No there is not a way to do it as a native function in the forum.
