There was a (briefly popular) game designed for .22 shot shells back in the 60s started by Mossberg and called "Targo". It used mini clay targets.

Lots of companies (Remington, Mossberg, Marlin) cranked out smooth-bores for the game.

As to the "smooth bore question" as everyone should knows by now, there's nothing left that would suprize me/us from Ruger, a Ruger employee? friend of Bill's? friend of Walter Berger? just-a one time deal? with all the documentation and write ups on this gun, and then the ser # being 102222. one would think it was done on purpose. bottom line is its a "one of a kind" rifle.
