Since I didn't get a reply on this Board I messaged Ruger directly. That was Friday. Today (Monday), I got Ruger's reply (great customer service for sure):

The accessory rails on these models can be removed with a 3/32 hex wrench size. Though it is recommended to purchase the appropriate filler screws to insert in place of scope base screws.
