I was at a local gunshop today and they had what looked like a Security Six with a Colt Python barrel on it. The tag called it a Cougar. What would be the reason for putting the Python barrel on the Ruger.

Aside from the extra weight (and the looks), Python barrels had a reputation for accuracy, having a faster than normal twist and (allegedly) a slightly tapered bore.
The Smith L frame guns and the Ruger GP-100 were direct "answers" to conversions of this kind.
