I own the above described SA Serial number is 13248 Is it appropriate to be a 7.5 inch barrel with that serial number or has it been rebarreled?

If I understand RENE correctly, that's a Type 3 and in the s/n range that would be a 6.5 or 7.5 inch.

Get the $10 letter from Ruger. Hope Chet15 chimes in cause IF it's a 7.5 inch it's a mighty early one I think.

That number is a little early for a 7 1/2 in. barrel. I would send off for a letter from Ruger as stated above. Most 7 1/2 in. guns started around 18,000 but there were a couple earlier serial number guns that will letter. Good luck.
