Some folks have only ever seen one example. If the stock was cut and refinished well, the owner may actually think he's got an all-original.
I know a guy who could cut that stock off at the wrist, mount a birch 10/22 section on it, and re-finish it so well that 82.7% of shooters would not be able to tell without magnification in direct sunlight...

I've seen factory blems before, too! Lots of variation in Rugers out there. Who knows if he's got something unique as in possibly an employee one-off? Then again, probably just a bubba job by some guy with a fat face who out-smarted the low open sights with a bandsaw and sandpaper... :roll:
