Can an Old Model Blackhawk recessed .44 Magnum SBH cylinder be rechambered to .45 Colt?
Can an OM recessed .44 Mag cylinder be rechambered to .45?

Don't see any reason why not. 44 mag cylinders are often used to make tight chambered 45 Colts.
