I'm thinking I would like to swap the frame on my new 10mm Blackhawk the a bisley frame. Would this be possible and safe?

Yes & yes.
Depending upon the frames,,, I believe the newer frames do not have interconnecting ears & slots. One or the other may be encountered. If the main frame has the slots,,, and the g/f doesn't have the ears,,, a non issue. Next,,, if the g/f has the ears & the mainframe doesn't have the slots,,, you remove the ears off the g/f.
There MAY be a slight fit difference in where the mating surfaces meet. But the screw hole pattern is the same.
And,,, there may be some hammer modifications you may want to do.
But,,, I have actually added a NM Bisley g/f to an OM chopped 44 mag Super Blackhawk. Screwed right one,,, with only a little of the g/f "proud" at the top rear.
