I think the level of "cocked" in a striker is varied. I think most are about 3/4 "cocked". Even if you look at some hammer fired pistols, like the LCP, the hammer will enter a 1/2 cocked state when you rack the slide.

The SR22 is great. Lots of fun and certainly cheaper. It is great for the kids. It was a little picky for me with the ammo. CCI's work great but the Winchester white box had trouble.
I had my kids out yesterday shooting the SR22. It is a great size for them. I like the feel as well. I did have trouble with the Winchester bulk ammo from Wal-Mart. I used CCI yesterday and it was great in the SR22.

I was thinking that the striker was all the way "cocked" and the movement in the trigger was simply moving the striker blocker out of the way.
The SR9c is a great pistol. Small and easy to carry plus just a fine shooter. It is more difficult to carry in the pocket but I have realized recently that I have a couple pairs of cargo shorts that I can easily put my SR9c in the pocket.
