I tried twisting but it didn't budge. Looks to be machined.Is the cone piece threaded onto the bar? I'm thinking some form of a pin chuck.
Thanks, when I searched the letters on tool that didn't come up. I looked up the company and didn't find any information on it. I sent them an email with pictures to see if they can identify and explain its use.It is a "Greenfield Tool and Die" logo stamped on the tool. Search their catalog and see what you find
Doesn't look like any rivet punch I've ever seen. Most of those have a hole to cut the rivet to correct length for head forming.Rivet setter?
Looks like it was never struck, or if it was they used a brass or plastic tip hammer.Does it have hammer marks on the dull end of it?
It looks like an expander for copper tube after cutting it with a tube cutter.

None of those, just a smooth taper.Are there any flats, steps or index marks on the taper? It may be a taper Gage used to check a tapered hole for correct depth. These (taper gages) were also used with prussian blue to check for contact area and verify the hole is the correct taper.
No , and not even 1/16" deep. Same hole in base also.Is the hole in the tip threaded?
I don't think so considering the handle is knurled.Perhaps a centering device for tubing in a lathe?
